Taipei is a fascinating city unlike most others in the world. It is relatively new, only recently built over the former rice fields of the Tamsui River and it seems the Taiwanese felt the need to make up for lost time, at any expense. The city is a crowded, noisy, sprawling mass of everything that identified the industrial and information ages from those that came before. Pollution unlike most other places in the world, crazy traffic at all hours (be really careful!) and all hours entertainment all contribute to this city's uniqueness. The word re-nao in Chinese sums it up very well (stress both syllables). It means liveliness or energy, and Taipei has it in spades.
